Duties Explanation
There is herby established the Big Sur Byway Organization. The purpose of the Organization shall be to implement the Big Sure Coast Highway Management Plan to ensure the continued safe and efficient operation of the 75-mile segment of State Route 1 ("Highway 1") through Big Sur in a manner that preserves, protects, and restores the scenic, natural, and cultural character and qualities of the Highway corridor. The Organization will carry out actions identified in the Big Sur Coast Highway Management Plan, prioritize these actions, clarify issues and provide direction. The Organization will represent and interpret the Big Sur Coast Highway Management Plan while concurrently providing a opportunity for all stakeholders to be heard and have meaningful input in a public forum. The Organization shall adopt rules for the transaction of business.
Qualifications Explanation
The Organization shall consist of the following representatives: • 5 - Resident Representatives (1 each from Big Sur Highlands; Mid Coast; Big Sur Proper; South Coast; 1 At-Large) • 1 - Business Representative from the Big Sur Chamber of Commerce • 3 - Public Agency Representatives (1 each from U.S. Forest Service; California Department of Parks in Recreation; California Department of Transportation)
Term Rules Explanation
Resident Representative appointments shall be for an initial three year term for three representatives and an initial two year term for two representatives, with subsequent appointments for two year terms for all Resident Representatives. The Business Representative and the Public Agency Representatives shall have three year terms after initial appointment. In the event of a mid-term vacancy, a new appointee will be appointed to fill out the remainder of the unexpired term. Terms shall expire annually on May 1. If a term expires before a replacement is made, the sitting representative shall hold over until a replacement is appointed.
Meeting Day and Time Explanation
The Organization shall annually adopt a regular meeting schedule for the year with no less than one meeting every six months. The Organization may add such special meetings as are required.
