Duties Explanation

The purpose of this public authority is to provide for the delivery of the In-Home Supportive Services Program (IHSS) as specified in the Monterey County Code, Chapter 2.65, subject to all applicable Federal and State laws and regulations, and to the limitations set forth in Ordinance 4191

Qualifications Explanation

The Monterey County In-Home Supportive Services Public Authority Advisory Committee consists of Eleven (11) members appointed by the Board of Supervisors; however, no fewer than fifty percent (50%) of the members of the advisory committee shall be individuals who are current or past users of personal assistance services paid for through public or private funds, or recipients of services under Article 7, Part 3 of Division 9 of the Welfare & Institutions Code. Qualified applicants must reside in Monterey County and have familiarity with, or knowledge of, personal assistance services; the capacity to understand their role to aid and assist the advisory committee in the administration of its duties; and the ability to attend regularly scheduled meetings which shall occur only in facilities which meet disability access requirements.

Term Rules Explanation

Following appointment by the Board of Supervisors, IHSSAC members shall serve a three-year term and termination dates are to be staggered. No more than 4 members shall complete their term at the end of June each year. IHSSAC members appointed to fill vacancies that occur during a term shall complete the term of the member they are replacing.

Reappointment Rules Explanation

A member may be reappointed at the sole discretion of the Board of Supervisors.

Full Board Appointments

An additional six (6) committee members will be appointed by the full Board consisting of: One (1) member over the age of 18. Two (2) members shall be current, or former, providers of in-home supportive services. One (1) member from the Monterey County Commission on Disabilities, recommended by the Board by the Commission. One (1) member from the Monterey County Area Agency on Aging Advisory Council; and One (1) member of the Central Coast Center for Independent Living.
